The Rules Committee considered SENATE BILL NO. 256 An Act                      
relating to regulation of managed health care and allowing physicians          
to collectively negotiate with a health care insurer that has substantial      
market power and recommended it be replaced with                               
                                                                               
CS FOR SENATE BILL NO. 256(RLS) An Act                                        
relating to allowing physicians to collectively                                
negotiate with a health benefit plan that has
